WD Carb help

I had our WD worked on, and when we got it back, full throttle only gives about 75%. The linkage seems ok, so I think it must be a carb adjustment. Does that sound right? and what do I adjust? Thanks for any thoughts.
 
Not likely to be the carb since it is either set right or it is not and that would make it run bad. More likely the throttle to gov spring is weak or hooked up wrong or some place in the linkage is binding up or hitting something so it can not open up as it should
 
I can open up the throttle by had at the carb and get 100%, but not with the lever at the steering wheel. I will have to look at the linkage again - but I thought it all seemed ok
 
If you trace the linkage you will find it has a spring in it and that is how the gov can open and close the carb with out the throttle lever moving and that spring is probably weak or not hooked up as it should be
 
This spring Old is referring to is side away from carb and trace the governor rod back to a brake over type action and spring is strong. and attaches there.
Have engine off when attaching or governor will buck against the tension.
