Has the tractor sat for a while?
Slide a piece of fine sandpaper through the points and follow up with a cover from a match book. This might give you spark. The only thing that you can test is turn the mag and check for spark. This can be done with the mag on or off of the tractor. Always check the wires first. If it has a shutoff switch, disconnect the wire at the mag and test it. Also look inside for a shorted wire. Send me an e-mail and tell me which mag it has and I can then send you the manual for it. There are 2 common mags used on the AC tractors and I have the manual on the computer for them both
 
in the process of looking for the problem I discovered that one of the wires coming out of my FMJ4B3 mag is grounded which grounds the side of the points that is not supposed to be. Is either one of the wires coming out of the Mag supposed to be grounded to
 
You state you have two wires coming out of the mag. Normally an FM J does not have any wires coming out of it other than the kill wire and the four plug wires. Under normal circumstances there is a wire connecting from the points to the kill wire terminal. This is nothing more than an insulated brass machine screw that goes through the case wall. On the outside of the case there is a wire connecting to a kill switch. Grounding this terminal is what kills the tractor.

If you have an additional wire coming out of the mag then somebody has rigged up an external coil or possibly an external condenser.
