Need quick answer E3 combine engine

High idle is currently at 2000rpm. My book says 1650-1700 rpm. Under load 1600 rpm. How do I adjust this? I see the bolt and nut adjustment atop the govenor housing. I just don't know whether to tighten or loosen. Don't really want to mess anything up.
 
Turning the nut clockwise "tightens" it, drawing the threaded rod up, pulling on the governor spring more, increasing engine speed.
Typically you can figure up to 200 RPM difference between load and no load.
This seems a little strange, unless someone has been messing with it. Governor springs, if anything, weaken over time.
