Two things going on-

Is there a way to get a WD45 wheel off without using engine power to spin it free from the hub?

Also have jagged calcium-chloride rot on one valve-stem hole. Is a fix as welding a washer or two in place after cleaning out the spurs?

You need the rim off the center, or the whole thing off? Rim off the center requires removing the 8 bolts that hold the spinouts to the center. The entire rim/center can be taken off with a small bottle jack. Hold it in horizontal with the pump down and you can press against the rear housing. The washer trick will work if not too bad. I've seen people take a section of good rim and weld it in.

Good point on the outer vs the whole wheel.

The valve-stem hole isn't too bad. Maybe 3/16ths to a 1/4 bigger with a 'hook'. Washers should do it.
