Allis B Governor

What would cause the governor to pulsate on my 1948 B we just got it to run and thin governor started this pulsate revaing the motor up and down and up down i need help !
 
There are a few things that will cause that to happen. Lack of that spring but then also a carb that is not working as it should causing it to run to lean and even a vacuum leak can cause it. If you can grab the carb/gov rod and hold it and smooth it out then could well be the spring but if that does not work and the engine dies then it is running to lean. If choking it also helps it is to lean

surging is caused by a carburetor that is worn or not 100% adjusted correctly. The "surge spring" that Ted shows is the factory fix for the problem.
 
I don't use the spring and do not have the problem. If it is more than a tad out of whack the spring will not do a thing.
Use the spring if you have one but it is not the fix all of surging.

A bunch of things can cause surging. When the fuel runs without restrictions, the gaskets are all sealing from the manifold to the throttle rod seal, to the cross over arm linkage adjustments, they will not surge with or without a spring.
No spring on this one. I have posted this old video many times to show what the little engines can do. If yours don't act like this one, it can when adjusted correctly. No magic.
