Loose starter on a 49 C

The original slotted bolt with a taper that fits into a female machined taper on the starter will not thread all the way through with the starter removed. Is that hole supposed to be threaded all the way through the hole or there some sort of shoulder in the casting? I want to replace with a grade 8 bolt, that has been machined to the taper specs, so I can tighten down the starter properly. I would appreciate comments from you gentlemen. Thanx muchly!
 
I would think it should be threaded all the way thru. If it isn't and that's a problem, it should be an easy fix.
 
Yes, the hole is threaded all the way thru. I have replaced a couple with standard 5/8 NC bolts. just taper the end on the grinder. It dont have to be perfect, it will lock in real simple and make a good ground.
 
Get a simple tap and clean the treads up on both the hole and the bolt of do as Steve says but if you do what he said make sure you have a nut of so you can use it to clean the treads up or you will have problems
