200 POWERDIRECTOR no neutral

Working on a 200 AC that has POWERDIRECTOR trouble , i checked the hyd. pressure in the system according to the book and its right on , ; 300 lbs on high side and low side with the hyd. clutch ; i am moving the cylinder back and forth to find the spot where its supposed to hit 60 lbs for the neutral postion but it never gets there , the lowest it goes is 280 , any suggestions on this ?
 
Farmin , not a puller ; no its never been apart , took half a day to get the heavy dirt , oil of of it !!!
 
I have only tested the pressure at the T fitting in front of the steering wheel , usually you can move the small cylinder back and forth and see the pressure drop to 60 for the neutral and adjust accordingly
