Removing govenor from D15 engine question

I've looked in the manual and have not been able to find instructions on how to remove it. I've loosened all the visable bolts and it will not come loose what am I missing?

I hope that you have the radiator off. If you removed the 3 bolts and 1 nut, the govenor should pull off. It may be stuck do to the use of gasket cement. When I installed my govenor on my D14, the gasket leaked, so I used sealer, cement.
