D-17 Won't Start ahhhh

Okay here we go. I decided to pull the lower part off the Zenith carb because the D-17 was running a little rough. I cleaned and took the two brass fittings off and but them back in tight. New gasket and retightened bolts. I also took the spark plugs out for visual inspection and screwed those back in. I go to start it and it will no fire at all. The carb is getting gas, the plugs seem wet with gas, but no firing of the motor. What in the world is going on, Any help?
 
plug wires back on the same way, I did one at a time just to make sure. I did take the rotor cap off, but then I put it back on. What should I look for? Thanks
 
#1 did you in fact put the rotor back in common to lay it down and forget it.
#2 do you have a good blue/white spark that will jump a 1/4 inch gap??
#3 If you pull the air cleaner tube off do you get a flow of gas out of the carb?? If you do then you have it flooded and probably have a float/needle valve problem.
#4 wet plugs say you have fouled plugs and that is called gas fouled so you need to clean them
