Engine surges then settles? 48 C Is it the..?

Is it the carb I wonder? Cleaned the carb and adjusted (maybe not correct) but doesn't seem to help. Starts right up but it lopes from an idle to a rev then back down. I watch the linkage from the gov as it pulls the carb open. Pops a bit an actually seems rich instead of lean but I was thinking perhaps it was not getting enough fuel and causes the gov to try and take over. Sort of like a hot rod engine with a cam in it, lopes til I mess with the linkage or throttle and then it will settle down and runs real smooth. Does not happen every time it is running either but usually does. Clean gas, level ground, warm or cold engine.

I noticed that if I monkey around with the linkage when running smooth I can get it to jump into surging again. Got to wondering if the gov is sensing a load due to the carb not being right and takes over. Looking for some experience or thoughts from others.
 
You will need to adjust the crossover arm.

The instructions were stopped by YT. It said it had bad words in it. I sent it on to them and it looks like the word governor gets stuck in the filter.
It should get thru after they read it.
 
Before you get into this too deep as Ted said, make sure the spring on the throttle linkage is in place.
It hooks into a small hole on the throttle linkage and the other end hooks to a manifold bolt above.

I have an old spring on the linkage but it is not like the one in the photo so that is a good place to start. Mine looks like a former owner "engineered" a spring. It does put good tension on the rod though, so I will be interested on the adjustment procedure also. If it gets to surging, I can simply throttle way down to idle and slowly move the throttle up and it stays smooth. I will sure be happy when I guess this sorted out. Appreciate the help fellas.
