D15 Series II Brakes

My D15II is SN17757. The brakes seem to work well but I noticed that the brakes do not operate independently, i.e. they appear to be "locked" together. As I intrepret my OEM parts manual I believe the brakes should operate independently, like on any other old farm tractor I've ever used. A visual inspection of the brake shaft does not reveal any thing, nor does there appear to be a significant amount of rust or anything that would indicate the pedals are siezed on the shaft. However I have about concluded that this must be the problem. It's not a big deal to remove the brake pedals from the common shaft but wanted to pose this question in hopes someone could shed some light on the proper operation of these pedals and any remedy, short of taking things apart.
 
I think yours might be missing the grease fitting on the left petal, on the underside of the tractor. Another thing to check is that something hasn't got bent on the parking brake setting mechanism.
 
Do you mean the right pedal? From my parts manual it appears that the
left pedal is pinned to the shaft and the shaft then rotates to operate the left brake via the brake rod. The right pedal is on the same shaft, but, I believe, should freely rotate about this same shaft, operating the right brake via the brake rod. I did not see a grease zerk on the right pedal so maybe it did get broken off at some point and so the pedal was not greased and thus eventually froze on the saft. I will check further tomorrow to see if there appears to that a zerk is broken off.
 
Just went through that with my Series III D17- there are no zerks on the pedals, but should be. They rust tight with no use. Only zerks are on the wide front (3). Got mine loose with PB Blaster, but if ever taken off, I'll drill and tap for zerks.

Thanks for the info. Got the pedal off just a bit ago with hand sledge and help of PB Blaster that I had been applying for the past couple of weeks. You are right that there are no zerks and the pedal had probably not been lubed since it rolled off the assembly line. I will take your suggestion and install a zerk to prevent this.
