D14 Axle/Brake issue

Well I got the brakes done but can't get one of the axles back on. It seems to be getting hung up on the brake pads. I am going to try and adjust the brake pedal to see if it give me enough clearance. I have taken off the brake assembly and it does fit, not a lot of room but close. Not sure if it will come down to it or not, but if needed can I grind the actuating cam for a little more clearance? The brake drum is not warped.
 
Aren't those brake shoes replaceable from the top like on other AC tractors? Then install the axle first, slide the shoes in after the axle is in place.
 
The brake shoes are bolted to the diff housing and the axle slides over the brake shoes. The brake drum is mounted on the axle and that is hitting the brake shoes and preventing the axle from sliding on.
