'46 VAC Transmission Shift Plate

I have a '46 Case VAC which the shifting plate started to hang up in reverse. I got a used shift plate from a tractor being parted out but am having problems getting the gears and shift forks lined up. When I place the shift plate in neutual and align the gears also in neutual, slide the plate forks over the gears, bolt it down,,, i still only have 2 and 4th gear. the shift plate will not go left or right. Is there a trick to placing the plate back on? For example does it have to be in a certain gear to line up?
