Something is wrong inside the triple range unit. The only way to resolve the issue is pull the cover and make sure the low range shifting fork is adjusted properly, and is not bent or broken. Can you make the gears grind when shifting into low range?
It could be as simple as the set screw (item 15 below) that secures the fork to the shifting rail is loose and the fork is sliding on the rail instead of moving the gear.
