To adjust take off the bottom or side plate depending on the tractor. You loosen the jam nuts, and adjust the set screws till there is .060" to .070" clearance between the end of the screw and the casting. Mark each one as you do it. Then turn the engine over till you get to the next one.
There is also a chance that the adjustment is fine, but the intermediate plate, or PTO clutch plate are stuck. Easy way to fix this is put on a Tiller or brush hog, get it running by starting with it in gear, get it going to where you are really working the engine, then push in the clutch all the way.
