Mel If Case1939 opens bleed on second stage filter if transfer pump is working he will get a lot of fuel also by opening final filter he should get skuirts of fuel.Could it be the old seal around bleed screw is bad an when tractoor calls for lot .of fuel it may be pulling in air. I would put little oring on small screw to be sure no leak at screw. Also make sure no restriction between filter an fuel tank. Also my 830 has a T HANDLE VALVE thatneeds to be opened to bleed filters . That needs to be closed when running. Also if you remove pump line up scribe marks on pump before removing so you dont need to remove hood---an find proper place to reinstall pump
