I just went through an american bosch mag similar to the one that came on the RC cases. The only things that I can think of in order of likleyhood are, worn carbon brushes, way too small of a points gap (breaking on one lobe and not the other, a rusty spot on the cam eating away at the points rubbing block will cause this). How did you test for spark? Was the mag installed on the tractor? Your ground to the engine may be poor. Also, resistor plug wires can make a spark poorer.
