The classic issue with a 990 and the 3 pt suddenly not working is a tiny speck of dirt in the valve body. It's under that kidney/oblong cover under your right hip pocket. You take the valve out by inserting a wooden object about the size of a pencil in the threaded hole and VERY CAREFULLY lift it out. Best bet is to get a shop manual, event he I+T type and to get onto the David Brown Tractor Club website forum. It's been covered with photos there. If it's not that it can be a plugged filter on through to a bad hyd pump, but usually it's that relief valve sticking open because of a tiny bit of stuff in the screen inside it. One gush of cleaner fixes it. Happens to me every 3-4 years or so.
