With all those items checking out OK your problem is more than likely a stuck ball or spool in the valve. (your remotes do work properly right?) The valve is located under the operators seat, that and the platform it sits on will have to be removed. A manual explaining its removal, disassembly and cleaning as well as assembly would be helpful for you. Basicly the items in the valve have to all be clean and free moving. Also with the valve removed the oil ports in the housing which the valve sits on can be pressurized with air pressure and the arms should raise. If they don't you have more serious problem inside the tractor. As far as the arms seeming loose when lifted by hand, thats normal.Just a reminder, keep everything very clean when its apart. Rod.
