On a C there is a hole on the bell housing just behind the starter. there is a pointer that is to line up with either 0 Deg or 8 Deg depending upon SN or modification in some instances. There was a 0 deg mod kit available from Case to help hard cold starting. Look on the valve cover on the intake manifold side, many time the factory spec sticker is still there. Find the proper timing mark on the flywheel, line it with the pointer making sure the #1 cylinder is at TDC on the compression stroke. With the timing window removed the marks inside the pump should be in register. If you did not have the timing gears apart you may be 180 out.
