The water pump could be the source of the overheating problem. They seem to go bad on tractors that have been sitting. Remove the radiator cap and look into the radiator with the tractor running. You should see a lot of swirling coolant, if the water pump is working. Also check the oil in the bottom of the oil pan for coolant. The governor is pretty easy to remove. Go to CaseIH.com and do a search for "SC" parts. The parts book figures are all there for the whole tractor that will show you how things fit together. I guess you probably remember that that the clutch is lubricated by the engine oil. Don't forget to drain the bell housing when you change the engine oil.
