Kevin- is it possible that you have a linkage problem on the lift control? I had similar symptoms on my Case 395. I had to use the draft control to lift anything, and that meant all the way up or all the way down. The draft control sounds similar to you travel control. The fix (in my case) was easy and cheap: I opened a plate on the top of the transmission, and right away saw some linkage hanging loose. Fixed with a 7 cent circlip. Note that the linkage was inside the transmission: the linkage was not visible until I looked inside. I think you should take a close look at your linkage, and perhaps someone on the board here can verify if your tractor is like mine in that it has some internal linkage (or not.) Good luck!
