The excess fuel is serves two purposes. One is to ensure the injectors have more than a adequate fuel available. The second is to cool the injection pump and injectors. Return lines early plug though it is possible. I would be more inclined to say you have somthing partially plugged on the supply side. If it has rubber fuel line anywhere between the tank and the pump make sure its not collapsing. When it gets old it will collapse under suction and shut off fuel supply.
