That stop bracket and bolt was not on the early engines-it's not all that important. You should be able to adjust the hand throttle lever-to-governor lever linkage so that when the hand lever is wide open, the gov. lever pictured is almost touching the gov. output lever- which is hiding behind the lube fitting in your picture. You did take the oil lines off didn't you? Or are they missing? The governor spring that is calibrated to give you a specified wide open speed is the one pictured. So there's only weights inside. And yes, the gov. to carb. adjustment is made with the carb. wide open. But you also need to be sure the gov. is wide open. Any idle adjustments are made at the carb.
