I don't use the spring and do not have the problem. If it is more than a tad out of whack the spring will not do a thing. Use the spring if you have one but it is not the fix all of surging.
A bunch of things can cause surging. When the fuel runs without restrictions, the gaskets are all sealing from the manifold to the throttle rod seal, to the cross over arm linkage adjustments, they will not surge with or without a spring. No spring on this one. I have posted this old video many times to show what the little engines can do. If yours don't act like this one, it can when adjusted correctly. No magic.
