I have had some of the same problems as you. The tractor does not run right my problem was due th o rust in the tank. I solved this by removing the sediment bowl attachment from the gas tank I then found a piece of copper tube the same size as the center hole in the bowl valve I then drilled a pair of holes in the tube to let fuel in and allow it to flow into the bowl. The holes are about 1/8 in. or so and are drilled in a cross ways configuration one set is about 1/8 up from the top of the valve the other set is up from that the whole thing is about 1 1/2 in. long. The tube is just pushed into the valve. This keeps the larger pieces of rust and junk from blocking the inlet, at the same time it allows the fuel to flow freely in to the bowl.

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
